Operations Division Commander
Lieutenant Thomas Melendy

 

Lieutenant Thomas Melendy was born in the local tri-county area and grew up on his family cattle ranch. He graduated from Hollister High School in 1973. He graduated from Fresno State University with a BS degree in Criminology.

Lt Melendy has always had an interest in community service and assisting others. He was employed as a seasonal firefighter with the California Division of Forestry for three summers. He was employed as a Harbor Patrolman for Santa Clara County Parks and Recreation for one summer.

He began his law enforcement career when he was hired as a reserve police officer for the City of San Juan Bautista in 1975. While attending college in Fresno, he was employed as a reserve deputy sheriff for the Fresno County Sheriff Department where he worked patrol and jail duties. After graduating from College he was hired as a patrolman for the City of Greenfield in 1978. After 3 ½ years of patrol duties in Greenfield, he was hired at the City of Pacific Grove as a police officer. He was employed there for another three years when a position opened at the City of Marina for a Public Safety Officer.

Lieutenant Melendy was hired by the City of Marina in 1985 as a Public Safety Officer. He enjoyed the combination of police and fire and embraced both professions. He was one of the few officers in the agency to gain certification with the State Fire Marshal’s Officer as a certified Fire Officer. He enjoyed working either Division as needed.

He worked as a school resource officer for local schools. He conducted child traffic safety programs at all the grade schools in the city. He initiated a school truancy program that is still in effect today, that had a significant impact on reducing daytime crimes in the City of Marina.

Lt. Melendy was promoted to his current rank in 1994. He has supervised both fire and police divisions. He has supervised the department field training program for over 15 years. He was tasked to supervise two homicide task force investigations and one “take over” bank robbery team investigation that extended through out the state and into Nevada. All ended in successful prosecutions of the suspects.

Lieutenant Melendy currently supervised the Patrol division, including the traffic enforcement program, K-9 program and field training officer program.

The Operations Division is the largest and most diverse Division in the Department. This Division is made-up of the Patrol Section, Traffic Section, K-9 Unit, Bicycle Unit and the Motorcycle Unit. This division is supervised by a Lieutenant, who is designated as Operations Division Commander.


 
 

Patrol Section


Patrol is active 24 hours a day and is committed to responding to the needs of the public any time summoned. There are two platoons of officers assigned to four different 12 hour shifts working on a rotational basis. Each shift is supervised by a Sergeant and assisted by a Corporal.

Officers are intimately familiar with the City and when not responding to calls for service are proactively seeking out unlawful activities. Officers are assigned to patrol beats so they can establish a connection with the area residents and businesses. The beats also reduce response times to emergency calls and other calls for service. As part of their community oriented policing training, officers look for solutions to law enforcement issues they observe and then formulate and institute solutions on their own or as a group.



 
 

Traffic Section and Motor Unit

The traffic section is comprised of a Traffic Coordinator, fatal traffic collision investigation team and motorcycle enforcement units. This section reviews all traffic collisions, reviews traffic collision patterns and recommends specific traffic violation enforcement in areas that need it. The collision investigation team is called out and responds to all very serious / fatal traffic collisions.


 
 

K-9 Unit

The K-9 Unit is authorized 2 Officers for patrol, each assigned to a patrol evening shift to provide 7 day per week coverage. This K-9 officer is assigned to work an "overlap shift”, 3 PM to 3 AM, as these are the times the K-9 is needed most. K-9 Units specialize in the tracking and location of suspects. A K-9 can search areas in a fraction of the time it would take a number of officers. K-9s are a proven officer safety asset that often deters suspects from fighting or fleeing. The Unit currently has two patrol K-9’s, Sammy and Thunder.


 
 

Community Services Unit

Animal Control & Vehicle Abatement Section
The Animal Control and Vehicle Abatement Section is responsible for the pick-up and housing of stray animals, to include veterinary care, spay and neutering and adoptions, abandoned vehicle abatement, parking enforcement, code enforcement and assisting patrol with traffic control. The CSO’s are also currently being trained to process crime scenes for evidence, investigate property loss crimes and non injury traffic collisions. This unit is administered by the Police Services Commander, but supervised by the Operations Patrol Sergeants.


Bicycle Special Enforcement Unit

This unit is made up of a Sergeant and three officers. This is a special enforcement unit that can be assigned to a wide variety of duties. They are used for burglary prevention, robbery prevention,
parades, traffic control, and special enforcement details. Their ability to move around quickly and silently is a valuable asset for the Marina Police Department.
